Charlotte Elizabeth Powers Paine, 99, of Bainbridge Island, Washington passed away peacefully on Saturday June 22, 2019 at Swedish Medical Center First Hill in Seattle. Born in Buffalo, NY on August 13, 1919, she was the daughter of William H. and Sally Howell (Mulligan) Powers.
